I think... the critical thing here is that ... this situation may not be about merit or deserving. I knew a man who essentially committed genocide and nearly initiated the apocalypse. If he was not given a second, perhaps even a third chance? There would have been no hope for our survival in the end.
Sometimes it is not whether they deserve it, but whether they need to be spared... or whether they cannot be. Does Mother Superior deserve it? Absolutely not. I think even she knows it. The question is less one of right and wrong, and more best results.

He is both very human, and very inhuman. I've seen many of his faces now, believe it or not. From prior regenerations. Some were ... far more foreign, distant from your experience, from mine. Theta was ... quite distant, however cute he might be as a child.
... And yet he is perhaps his most human now. I don't know that he always knows how to cope with how close he came to your species in this iteration. The emotions are a lot for him to handle. he doesn't always do it well.
